　佐賀県警の科学捜査研究所（科捜研）で、警察や検察の信頼性を根底から揺るがす大事件が起きていたことがメディアで報じられ、明らかとなっている。

　It was reported and revealed in the media that there was a major incident greatly shook the credibility of the police and prosecutors at the Saga Prefectural Police’s Scientific Investigation Research Institute.

  사가현 경찰의 과학수사 연구소에서, 경찰과 검찰의 신뢰성이 근본부터 흔들리는 큰 사건이 일어나고 있었다는 것이 미디어에서 보도되어 밝혀졌다.

　佐賀県警は昨年（２０２５年）９月８日に記者会見を行い、科捜研所属の技術職員が２０１７年６月から２０２４年１０月までの７年半もの間、DNA鑑定で虚偽の書類作成など１３０件もの不正行為を繰り返していた事実及び当該職員を懲戒免職にしたことを公表した。

　The Saga Prefectural Police held a press conference on September 8, last year (2025), and announced the fact that a technical staff belonged to the Scientific Investigation Research Institute had repeated 130 cases of misconduct, including the preparation of false documents in DNA analysis, for 7 and a half years from June 2017 to October 2024, and that the staff was fired.

　사가현 경찰은 작년 (2025년)9월8일에 기자회견을 실시하여, 과학수사연구소 소속 기술 직원이 7년 반 동안, DNA 감정에 관한 허위 서류 작성 등, 130건이나 되는 부정행위를 반복하고 있었던 사실 및 해당 직원을 징계 해고한 것을 공표했다.

　「佐賀県警は当初、この不正事件について記者会見を開かず、当該職員の懲戒処分の説明だけに止め、報道機関による写真撮影を不可としていた」ことにもメディアが言及。

　The media also mentioned, “At first, the Saga Prefectural Police did not hold a press conference about this fraudulent incident, and only explained the disciplinary dismissal of that staff. In addition, press was not allowed to take pictures.”

　 “사가현 경찰이 당초, 이 부정사건에 대해 기자 회견을 실시하지 않고, 그 직원을 징계 해고한 설명만으로 끝났고,보도기관에 의한 사진 촬영을 허가하지 않았다”는 것도 미디어가 언급하고 있다.

　この不正事件の発覚後、佐賀県弁護士会をはじめとする各地の弁護士会や佐賀県議会が、「これは警察組織の透明性、信頼性を大きく損なう事件であり、内部調査だけで幕引きにすべきではない。第三者機関による調査の実施を求める」との発信をしている。

　After the revelation of this fraudulent incident, various bar associations including the Saga Prefectural Bar Association and the Saga Prefectural Assembly sent the following message, “This is an incident that greatly undermines the transparency and reliability of the police organization. So, don’t just end with an internal investigation and request the conduct of a survey by a third-party organization. ”

　이 부정 사건이 발각된 후,사가현 변호사회를 비롯한 각지의 변호사회와 사가현 의회가, “이것은 경찰 조직의 투명성, 신뢰성을 크게 손상시킨 사건이며, 내부 조사만으로 끝내서는 안 된다. 제3자 기관에 의한 조사 실시를 요구한다”는 발신을 하고 있다.

　また、不正発覚後の情報公開についても、初動から丁寧さを欠き、不十分であった事に対する批判が相次いだ。

　そして、第三者による調査を行うことだけでなく、組織改革や再発防止策の具体化、組織風土の改善徹底を図ることも警察に求められている。

　Regarding the disclosure of information after the reveal of fraud, there were a series of criticisms for lack of politeness and insufficiency from the beginning.

　또한,부정이 적발된 후의 정보 공개에 대해서도, 초기부터 정중함이 부족하고,불충분했음에 대한 비판이 이어졌다.

　그리고,제3자 기관에 의한 조사를 수행할 뿐만 아니라, 조직 개혁 및 재발 방지 대책의 구체화, 조직 풍토 개선 철저를 도모하는 것도 경찰에 요구되고 있다.

　これに対して佐賀県警は、第三者機関調査を拒否する姿勢を未だ貫いている模様。

　이에 대해 사가현 경찰은, 제3자 기관에 의한 조사를 거부하는 자세를 아직도 고수하고 있는 것으로 보인다.

　전술한 대로, 경찰에 의한DNA감정의 신뢰성은 이미 땅에 떨어젔다. 

　警察のDNA鑑定結果により結論付けられた数々の事件について、再調査が求められているのは当然である。

　It is a natural result that the number of cases concluded by the police’s DNA analysis is required to be re-investigated.

　경찰의DNA감정에 의해 결론이 내려진 수많은 사건에 대해, 재조사가 요구되는 것은 당연한 결과이다.

　特に、DNA鑑定結果と血液型以外の主要素（身体の大きさや特徴、衣服などの遺留品、ご遺体の傷みの程度など）がほぼ全て別人としか判断出来ない山本美保さんのケースこそ、結論を白紙撤回し、初めから捜査・調査をやり直す必要がある。

　In particular, in Miss. Miho Yamamoto’s case, only the DNA analysis results and blood type matched the dead body concerned, but all the other main elements (the size and characteristic of the body, personal effects such as clothing, the extent of damage to the body, etc.) were inconsistent. So, it is necessary to withdraw the conclusion totally and start re-investigation from the beginning.

　특히, DNA감정 결과와 혈액형 이외의 주요 요소( 신체의 크기와 특징,의복 등 유류품,시신의 손상 정도 등)가 거의 모두 다른 사람이라고 밖에 판단할 수 없는 야마모토 미호 씨의 케이스야말로, 결론을 백지 철회하고, 처음부터 재수사・재조사를 시작해야 한다.

　そのような良識と反省、名誉挽回のための奮闘努力、そして何よりも、DNA鑑定結果の偽造・捏造という自らの過ちと腐敗を正直に認める勇気と覚悟が日本の警察組織に今、強く求められている。

　Such decency, reflection, the struggle to redeem honor, and above all, the courage and determination to admit honestly their own mistakes and corruption of forging and fabricating DNA analysis results are strongly required of the Japanese police now.
